DUNHUA， August 13th – In Dunhua, Yanbian Autonomous Prefecture, Jilin’s Leading Group of Governing the Province according to Law convened a seminar for the exchange of experience in building cities, counties and districts of rule of law. Mr. Zhang Sujun，Deputy Director of the National Office for Popularization of Law and Vice Minister of Justice，attended the seminar and delivered a speech.
Mr. Zhang Sujun pointed out that in accordance with the general deployment and requirements of the National Office for Popularization of Law , the building of cities, counties and districts ruled by law was sweeping across the whole nation and had gained a good momentum. He stressed that legal construction must follow the guidance of Scientific Outlook on Development, observe the leadership of the Party Committee, focus on keystones while taking the comprehensive situation into consideration, uphold the public’s role as major participants, map out overall plans, highlight priorities and provide classified instructions so as to proceed forward in an active, smooth, proper and orderly manner.
He remarked that in the legal construction of cities, counties and districts, to have administration by law should be prioritized. Grass-roots areas should be highlighted and the building of democratic legal villages and communities, trustworthy and law-abiding enterprises and model units that abide by law should be strengthened in order to lay a sound foundation for legal construction. This campaign must find a proper breakthrough point and center round the major tasks of the CPC Central Committee and the government, emphasize rule of law, solve some acute problems plaguing the people, protect the public’s rights and interests, meet people’s needs and motivate the public to participate in this activity.
Mr. Zhang stated that impacted by the severe international financial crisis, the maintenance of stable and relatively rapid economic growth was put at the top of the agenda of the CPC Central Committee. The building of cities, counties and districts of rule of law must adhere to this goal and give full play to the unique role of rule of law in promoting social and economic development so as to serve growth, people’s livelihood and stability.
Mr. Li Shenxue, Member of the Standing Committee of Communist Party in Jilin Province and Secretary of the Politics and Law Committee, emphasized that the strengthening of awareness and capacity of leaders especially head chiefs of local areas and departments to have administration according to law, legal education targeting at the youth, farmers, people with complaints and other major groups, the practice of administration according to law, equity of justice, legal construction in the economy as well as social harmony and stability should be regarded as Jilin Province’s key points in the building of cities, counties and districts of rule of law. （By correspondent Ren Dongjie and intern Yu Huage）
